Let's say there is some hypothetical well-known site that uses a high-quality web font.
If someone (of course I'm not going to do this, don't think about it) decides to keep this font and use it on their site, will the font be considered for illegal use on another resource or not?

No, if you copy a font file to your server, it will not report itself, but the license will be violated with a 100% probability.
Here is such a thing: if you have an unknown and useless site named after Vasya Pupkin - no one cares. But if it's a serious project, it's not done like that, it's just undignified.
