Can I transfer my Windows 8 SL EM OEM license?

I have a Windows 8 SL EM OEM disc that has never been activated. Is it possible to use it on 1 PC, and then transfer it to another laptop, or can it only be activated on one and once?

1 license - 1 computer. But on this computer you can activate until you're blue in the face.
Plus, before the computer had to have an OEM sticker. Now I don’t know, but activation is tied to the iron.

The presence of a disk does not mean the presence of a license, usually OEM versions of Windows from 8 and above take an activation key wired into the bios. Roughly speaking, nothing will come of it.
