Can I stream video from the cloud?

Good afternoon.
For a long time I have been tormented by a question that I don’t know how to approach.

I would like to organize streaming video from the cloud (similar to a TV channel) while not using a home PC at all, or using it at the last stage to relay the stream to a p2p network.

Example: a certain number of music videos are stored in the cloud (or home network storage), put them in a playlist, I would also like a remote player (one of the solutions is the VLC player on the server, but perhaps there is a ready-made version), and we make it from all this is streaming video, which is then on our PC, or by the forces of the server we transfer further to the P2P network like AceStream, etc.
At the same time, we have the ability to manage the playlist and cloud content from anywhere in the world where there is Internet.

If anyone knows how to implement such a plan, I will be happy to discuss.

Then it is enough to feed this torrent to ASEPlayer and he will start to pull and play. Changing the sheet can be done by replacing the torrent file. The list will be updated for users every time they start playing it again. The upside is that you won't have to keep anything running at home. Another option that will be the best in terms of speed and convenience is the distribution of this sheet not from the cloud or NASA, but by purchasing a SeedBox.
