Can I start learning Ruby by working on a Web application for maintaining PC data (inventory)?

Decided to start learning Ruby. As a framework - Rails. The background in programming is weak. Basics of OOP, superficial knowledge of PHP, Java. More or less familiar with HTML and JavaScript. CMS: DLE, WordPress, Bitrix - entry level.
For training, I decided to work on a demo project.
Task : Learn Ruby programming by developing an application for maintaining an inventory database with information about a PC. It is necessary to take into account the technique and its movement.
Initial data: information in an Excel file.

Tell me, is it possible to implement a web-Application for maintaining PC data in Ruby.
If yes, where to start? What sources (textbooks/forums) should I turn to?
If not, what options should be considered?
A colleague suggests using 1C. I want to develop an alternative solution for gaining experience and further improving the acquired skills in order to learn Ruby and change jobs.
