Can I sell a subscription to services on my website and offer the user to download an application (Appstore / Play) to access information?

We are developing a service in which a certain group of users will be interested in buying a subscription from us. In return, we must instantly notify this group of some events. We have an idea to develop an application for which, after purchasing on the site, we give a link + password / login.
I believe this is a violation of some kind of agreement between Apple/Google and you as a developer.
I want to make sure that after receiving a response from experienced people in mobile applications, that in practice you will not be allowed to do this.

You can't do it just like that, because. the app should have functionality for everyone, not just those who bought it from your company.
The legal option that Apple offers:
