Can I run AdMob ads without a pin code?

Such a situation: once upon a time there was advertising in my application, then I removed it, and the pin code did not come in any way. After 2 years, I decided to return the ad, but I see the following message in admob:

Ads have been discontinued.
Your apps don't show ads and you don't earn any revenue. This is because you have not verified your billing address. Contact support to verify your billing address.

Naturally, I requested a new letter, but is it possible to show ads right now and just "save" money on the account, waiting for the pincode?

PS I also heard that you can confirm your account through a passport photo, but only if you have already requested 3 letters. Does it work at all?

Answer: ads without code are shown for 4 months. If you do not enter the code during this time, the ad will be blocked.

Through the passport works. That's how I verified myself. All 3 letters sent to my real, honestly indicated address never arrived. None came through, even after a year. I don’t know where Google sent them there or what they did with them at the post office, but not a single one came. As a result, I sent them a scan and they verified the account the next day.
You don’t have to worry about $20 on your account account - you won’t be able to withdraw anything until you have accumulated $100 there.
