Can I make my own games and sell them on the id Tech 4 game engine distributed under the GNU license? The GNU license says nothing about modifying the code and using it for commercial purposes.

The id Tech 4 engine is distributed under the terms of the GPL3. You can make your games on it, you can sell them, but with every copy of the game you sell, you must give the full source code of the entire game - everything that links statically or dynamically to the engine. In practice, this is almost everything, except for resources such as models, textures and, possibly, some scripts. Everything else must be disclosed and accompanies each copy sold with permission to redistribute unrestrictedly under the terms of the GPL3—i.e. buyers of your game will be able to fork it.
