Can I make a link in Telegram from one group to another if they are both not public?

The point is this. We have several private group chats in which we discuss various topics. I need to make a link from one discussion to another, but I don't want to make the discussion public. If I click the "create a link" link on a discussion, it says that anyone with the link will be able to access the posts, I'd like to keep the discussion private but still have the link. Is it possible?
