Can I learn web design at a minimal level? To draw for myself, albeit not professionally, but at least moderately. With drawing, trouble is trouble, and at school they gave marks symbolically?

Who the hell knows if you can or not.
Better ask yourself: "Why? Is it worth wasting time on something that will not bring me a penny?".

At the bare minimum, of course. Experience and a focus on good work will leave their mark. The main thing is that there should be some kind of taste
