Can I install a paid module for testing on a demo license?

Site on a demo key (not DEMO, but a real key), installation for development. When trying to install a paid module for testing, the following error appears:

[TYPENC_MISMATCH] Your copy's encoding type is not correct (2)

When I try to update the system - this:

[TYPENC_MISMATCH] Your license does not allow you to receive updates of this type

Is it a demo license or something else?

Either Bitrix UP restrictions, or restriction of the module distribution on a demo license.
