There is a Windows server 2016 with hyper -v installed. Is it possible to install a virtual machine so that it is both virtual and can be physically launched? Is it possible to install a hyper -v virtual machine on a physical disk?

Yes, a partition on a hard drive can be forwarded to the hyperv and try to boot from it.
