Can I get free Azure for Students in 2018?

Being a college student, I have been fond of programming for a long time and I want to devote my life to this direction. The hobby has reached the point where it doesn’t bring money yet (there are no commercial applications and there is no time to freelance), and the technology stack (web direction javascript, typescript, react, redux, mobx, angular, rxjs, nodejs, express) are mastered to a greater extent and within the framework of spa applications + githubpage, it became impossible to develop, and clouds are prohibitively expensive.
I started looking for options with free clouds for my almost finished project (react + redux, which I really want to transfer to ssd server side render) and accidentally stumbled upon an article on Habré from 2015, which says that microsoft provides azure for free for all students WITHOUT CREDIT CARDS. I have a credit card, but I just have a phobia about it and putting it where it says FREE.
Three years have passed, but I decided to try registering with Microsoft Imagine, but immediately saw a mandatory field for entering credit card information there.
Hence the questions -

  1. Can students still get free use of Azure to build apps in 2018?
  2. Will the created applications really work and be available on the Internet for all users?
  3. Will there ever be a fee for running these apps?
  4. Can they be monetized and won't that change the rules?
  5. What will happen to my applications when I graduate?

I can create a virtual card on Tinkov. Throw in 60 rubles for Azura just in case and register calmly.
If your application will generate income, then I don’t think it will be a problem to pay for the same Azur, it’s not so expensive.
