Can I bypass Device and Network Resource Abuse?

The question is: My app uses a third party API, so it has been removed from Google Play. If I make my server that references the API I need, can my app be re-deleted? After all, in fact, the application does not use someone's API unauthorized, but uses mine.
And more interestingly, applications from Google Play are deleted indiscriminately for such violations, or is someone looking, where is it, on which site, my application is accessing?
PS If someone knows how to get around this deletion, please tell me =)
