I asked in technical support: they said that payment from another country is possible only when using the American Express international card Viana (if anyone knows what it is, unsubscribe. Some payment systems accept some cards.
In general, there are no problems.
But occasionally there are inconsistencies - then you just need to try a card from another bank.
Or via PayPal.

Technical support said that antifraud can refuse because of IP, billing and shipping addresses. You can either together with the technical support operator, or paypal

There is a check by address (addresses of intermediaries are filtered). You can enter the wrong zip code.
