Can Google Drive be used as a cloud database for an Android app?

You need to create an application for streaming audio files. Can Google Drive be used as a cloud database that users will access?
I'm trying to implement this, but everything indicates that the user has access only to his storage. And for the application, it is necessary that many users have access to the same storage, but cannot change it.

Don't torture yourself and people. There are excellent solutions for these tasks:
AWS S3
Google Cloud Storage
Azure I don’t remember something there

Why people from the very beginning of application development are so eager to tie themselves to an expensive service. Those. from the very beginning of development, you are ready to pay an order of magnitude more than you could.
Is it really difficult for you to raise a key-value database and write (read copy and tutorial) the simplest layer with authorization by tokens? A weak VPS, capable of pulling a sickly project, will cost you about $ 1 per month, without guarantees, and from $ 15 with guarantees (and for 40 you can get non-virtual hardware).
Organize the service initially so as to use your own server (or several), and in case of its unavailability (or lack of resources), automatically switch to cloud technologies, or rather, automatically deploy new capacities based on the same google/amazon/azure (only for you can pay by the hour and raise a new vps in seconds).
