Can Github not save the contents of files, but save only the name, date of appearance and other information of files?

I want to use Git (or whatever software you think of) to see the new files that have appeared. And it is possible to keep some account of them. But the content itself does not interest me at the moment.

Is it possible to do so?
If not, what can you advise?
