Can Exim continue sending after Sender rate overlimit?

Not strong in mail servers. Tell me, can Exim not just block the sending of letters after the limit is exceeded, but put in a queue and send in an hour, for example?
On one site, a mailing list was sent to users once an hour. To prevent the host from blocking port 25, there is a limit of 100 letters per hour. And now the amount of mail has exceeded this limit. Now in the logs F= A=cram:[email protected] rejected RCPT : Sender rate overlimit - 102.5 / 1h / www-data. And extra letters are not sent anywhere. I would still like to go. Later.

The problem described is related to the client, not the server. It is impossible and incorrect to solve it on the server side - you need to try again on the client. Queuing will not work, because verification occurs at the acl stage and in fact the letter has not yet been accepted by the server.
