Can BitTorrent work without a server?

I want to make a program in which users can exchange files with each other, I was attracted by the BitTorrent algorithm

. But I don’t understand one thing, if users can be both a server and a client, then how does the user-server work? Not everyone has a dedicated IP, I would even say that few people have

This work is taken over by a torrent tracker? But as I understand it, the tracker of everything distributes links.

I would like to clarify this point for myself

Can, through DHT, for example. But peers will not be able to switch between themselves if none of them has incoming connections.
