Can ansible work with ru_RU.CP1251 encoding?

When deploying a php application, I change configuration files through fetch and template, which are encoded ru_RU.CP1251, and it kills all Russian characters for me.
How can you win?

Solution:
Before step with template, shell with iconv in utf-8 and then back.
Nothing is lost in the end.
