There are applications that get access to the user's personal photos, the ability to create stories on his behalf, and so on. Are there APIs that (naturally, with the consent of the user) can be used to access all of his private messages?

Maybe if he gets the right permissions. See, for example, the messages.getHistory() method - they write at the top with what permissions it can be called.
Methods for working with messages are available for Standalone applications authorized through the Implicit flow - this is if you need dialogues with other users.
To work with messages from your Community, a Community access key is sufficient .
