Can an Android application developer key be transferred to another developer?

When transferring an application to a new owner and a digital signature key, can you be sure that the rights to this application have been fully obtained, or do you need to upload it with your own digital key? Is the digital signature not tied to the original owner? Can the old owner somehow harm the application in the future if he has a key?

You should be given the keystore file used for signing and a bunch of passwords, aliases. This good will continue to sign the application if it is necessary to update the version in the Play Store.
