Can ActionScript3 stream from a file?

Flash does an excellent job of playing video from an rtmp source and streaming from a camera, but so far I have not been able to find a way to stream the contents of a video file (flv, avi, mp4 - it doesn't matter).
Is there any way to implement such functionality?

I didn't get the point of this "STREAMING". You can play a file in flash, you can also stream from another rmtp server, you can also send a stream via a webcam. So what do you need? But there is a guess that you want to transmit your stream not through a webcam, but through your flash, calling some kind of video there and demonstrating your video on the server to others via rmtp. Did you mean it?
