There is a bot. The bot has protection against frequent messages. If you write often (more often than 300 ms), then the bot blocks sending messages for 5 seconds and displays a message saying that you are blocked for 5 seconds.

A certain user registered and began to write often to the bot, just bombarding him with messages.
The user was successfully registered and found in the bot database.

However, judging by the logs, the bot cannot send him a message that he is temporarily blocked for 5 seconds.
When submitting, the bot gets an error TELEGRAM: 403 Forbidden: bot can't initiate conversation with a user

How can this be? I'm confused that the client cannot receive a message from the bot?
Or can a cart be used without a cart?

Perhaps the user has stopped the Bot, and then the bot will not be able to reach him until the user resumes correspondence with him /start
