Can a static model of a software system not have an association relationship? Is there an example of such a system? (if yes)

Strange question and the answer seems to be obvious. The question is within the boundaries of the system. Imagine a microservice that determines a postal code from an address and vice versa. The static model of the system consists of a single structure that stores {index,address} pairs. An example may be degenerate, or maybe practical, who is to judge?
