Can a site work without .htaccess?

The point is the following.
I change the .htaccess DirectoryIndex to the wrong one, I clear the cache everywhere, the site does not work.
I erase .htaccess and then I also clean the cache everywhere and the site works without .htaccess.
Does anyone know the reason why this might be?

is this a bun that gives some advantages and settings (if I put it correctly) of the realtime server, which means you can do without it depending on the case (if any script is configured to work in community with htaccess - then without it the script will not work, otherwise - yes)

Yes, a site can work without .htaccess if it doesn't need a CNC.
