Can a site's js or java send an https request from a user's IP to another domain?

Suppose the site is open in the user's browser window... Can the site somehow send HTTPS requests from the user's IP to another domain, such as google.com?
js or java are capable of this? And whether such things are forbidden by antiviruses?
