Can a site identify a computer with a clean browser and vpn?

The site cannot determine the mac address of the computer and the router. Can it STILL identify the device if I use a clean browser (fresh install) and vpn? It is necessary for repeated registrations on the site where they are prohibited.

The main idea is to collect indirect data available from the browser, where you can reach.
* bypass proxy and vpn (partially) - webrtc, allows you to get data about the local ip address and even try to connect to your web application running in another browser on the same computer or on the local network (i.e. if you have two browser, one is anonymous and the other is normal, then webrtc will allow you to track it)
* data about the machine - webgl (data about the video card, including inside the virtual machine or not), the bitness of the operating system and, in principle, the operating system itself, screen size ( monitor resolution), font size (pixel size for retina-like screens)
* the presence and absence of plugins in the browser, each plugin, by the way, can give individual data (you can try to call the public methods of the plugin, interpret the result, etc. many developers are very careless about information)
* cache (within the same browser) and timings (presence caching proxy)
* information about the local network (often vpn on the local computer does not block the access of this computer to the local network), for example, with typical configurations, for 99.(9) private owners, the router is 192.168.0.1 or 192.168.1.1, you can do get / post to it ajax requests, determine the firmware version model and even try to guess the password (a hacked router is generally a jackpot), in addition to the router, there are many many http services on non-standard ports that are launched by various not very smart service developers, often in the windows ecosystem, even antiviruses indulge in this - the presence of such is already a clear marker, the same for other machines on the network, the very presence or absence of them is already a marker ...
