Can a registrar independently partition a domain (without the request of the authorities)? What happens then?

1. Have there been cases when a domain name registrar, on its own initiative, breaks off relations with a client? No appeals from law enforcement agencies, no court decisions, etc. Purely on personal initiative. For example, he does not like the client because of personal dislike, political views, sexual orientation, and so on.
2. What then happens to the domain? Does he have a khan, or does the right to own a domain remain the same and you just need to change the registrar?
3. Do domain owners have any rights at all?

so that I don’t remember this on my own initiative - money doesn’t smell.
and with the domain it happens in different ways: some are stupidly released or blocked, others are allowed to move.

Do domain owners have any rights at all?
domain owner - a specific organization that manages the zone. a specific user only receives a domain for temporary use.
