Can a PC perform the functions of a PBX if there are many modems?

In short, city numbers are internal IP telephony (like that's what it's called). And for the aunt to say if you want to contact %username% then press the %keynumber% key.
In general, there is a cisco 1800 (pair) current in it is not enough analog holes.
The idea is to take some kind of celeronchik of which to plug a lot of modems into PCI to get a kind of cheap PBX.
Please rate the idea. Complexity of implementation. And tell me the software is there.

It is possible, Asterisk software - in order to configure it to work with modems, you need a specialist and in order to connect an analog phone to the modem and there was a dial tone and it called - the modem must be a special FXS - they once cost a lot. Regular modems are FXO - they require an outside line.

PBXs have long been EXACTLY computers.
Large PBXs are highly specialized computers.
But small PBXs are just Linux + Asterisk.
Those sold as small hardware PBXs
are actually Asterisk computers or the like. inside.
If you use IP-telephony, then everything is very simple.
I plugged the phone into a regular local network and do not worry.

If you want to get confused with analog phones,
then you don’t need modems, but special voice boards
(there are such for telephony - there are a lot of analog inputs and outputs on one board)

Of course it is possible. But at a time when Asterisk is being raised on Raspberry to engage in necrophilia, raising iron scrapped from the graves is a so-so solution.
Why modems? There is no possibility to refuse copper lines? Then buy an old PBX on eBay and live like humans.
Just imagine... You made a Frankenstein out of Celeron and a bunch of modems (how many of them can you shove there? 4-5-6 pieces in total. If you don’t get confused in the direction of USB modems), you decided to go on vacation and then telephony falls. Who will revive this miracle, eh?
