Can a mobile application using, say, AES be distributed in Russia?

If you believe Wikipedia , then "In the Russian Federation, commercial activities related to the use of cryptographic tools are subject to mandatory licensing." Does this mean that I (without a license) cannot, for example, write and put on the market (even for free) a mobile application using, say, AES?

It all depends on what purpose it is used for.
