On a laptop, HDMI is an output, not an input.
You can't just use your laptop as a monitor.

I remember exactly there were encoders, for example from AverMedia, which allowed you to connect hdmi or vga on one side and the controller either on a pci or usb board, so the image transmitted over this hdmi was encoded into a real-time video stream that could be output as a normal video stream (any player), in theory, this could give the least delay (it could be used for further transmission of the broadcast over the network) based on similar devices, all kinds of playkey servers are made for remote game over the network
The next option, video transmission via wifi - miracast, this requires hardware support at least on the sender (by the way, this is a question from the questions, since in my mind everything works in software), look in the windows settings, there is support for this. Disadvantage - only works on wifi.
Well, the easiest and most versatile option is to connect a second computer via vnc (or analogues like anydesk/teamviewer), steam remote (read this is a software version of the video encoder implementation) or rdp (this option is ideal if few images and a lot of text are transmitted and realtime is not needed )
