Can a government agency take away a Twitter account?

Greetings,
I have registered a twitter account under @ which was free and which is now asking for one French authority (French police department).

Translation: Good afternoon, thank you for your interest in the Police. We would like to receive/take away your account.
In this regard, the question is:
1. Do they have the right to "take it away" from me without my voluntary consent?
2. Can I not give it to them? (whoever registered it first)
3. How can this threaten me if I do not give it back?
I note that I live (try to get a residence permit) in France.

Isn't it more logical to ask Twitter support?

It was simply blocked at the request of the security forces. That's all. Maybe they thought that he was inciting hatred, pornography or something else. Or the name looks like some kind of department.
. Moreover, you are not even a citizen at all.
