Can a call from a Call file be sent to a queue or followme?

Our monitoring system on zabbix should call phones in some situations. Now it calls directly to mobiles, but I would like to first call the internal sip number, and in case of no answer, redirect the call to the mobile number.

The problem is that the call file establishes a connection directly to a specific channel and gets into the dial plan only when it is answered.
I tried to create logic using the default extension failed - but it doesn't support dial, followme etc.

Is it possible to directly register the call queue in the Channel line in the call file? Or another way to implement?
