C++ Where to study neural networks?

I am learning the pros and are interested in the following questions - where and how to teach neural networks? How to get close to them?

There are 2 independent tasks here:
1) deal with neural networks, here the language does not matter much, you can take a course on them on the courser / stepik or read DLB;
2) start writing them in C++, here the main frameworks are torch and tensorflow, the second one definitely has a C++ API.
