[ C# ] How to bind keyboard to certain functions?

Example: Holding down the "ALT" key and pressing the "Up Arrow" button increased the PC sound (1 press = +10% sound). Accordingly, holding down the "ALT" key and pressing the "Down Arrow" button decreases the sound of the PC (1 press = -10% of the sound).
The application must run in the background and start with Windows. This program will be useful for wireless keyboards that do not have such functions (+, - sound)... Please help the kettle with the code) Thank you very much!
