By creating projects, can you gain experience in development without working in a company?

Interested in the question of experienced people. I haven't worked in my profession, let's say for almost a year. In Israel, it is rare where you can get to a juna for PHP development or development in general. Too high requirements as such in general.
Due to the fact that I have to work outside my profession at work to support myself, I lose my development skills (I don’t forget, but it just becomes very difficult to develop more difficult things)
At times I write bash scripts, sending and sending mail, landing pages with php etc.
So I'm wondering, is it possible to develop your skills by developing projects at home?
Not for money, not with clients, but for myself, for a portfolio, to show that I can do it.
How and how can you develop your skills to the level of, say, a 2-3 year old junior or middle?
About the fact that I'm June. I am considered a junior, since the end of all self-learning both backend and frontend on the web, about six months.
And the knowledge of PL, DB, LINUX and UNIX systems goes back to my teenage years, although until the age of 21, I didn’t write anything, but just stupidly studied PL before OOP and didn’t go further, that is, I didn’t do any projects, I didn’t do anything. I studied the language, let's say SI, I studied handicap, loops, functions and didn’t go further, and so on.
Everything else I developed myself.

In general, you can, but there are very big risks to learn how to write shitty code. That is, it seems to work, but everyone scolds it, and it is a pain to refine and maintain it.
It's good to work in a good team. It is possible remotely, but it is imperative that a code review is carried out there, and they would be scolded for errors.
