Buying an iPad 4 in the US?

Tell me, please, do I understand correctly that in the USA iPad4 with 3g is sold unlocked? But LTE in our area (RF, Moscow) will not work?
And do I need to pre-order? Or is it free to come to the Apple Store and buy it?

Unlocked in apple stores. LTE does not work, there will be 3g. In principle, now you can probably buy without pre-order.
