Bulk generation or creation of a promo code from a range?

There are discount cards in the offline store, the system just gives a single 5% discount.
The card has its own code, it is four-digit. There is a range of numbers, from 0001 to 9999.

In order not to bother with integration, how can you generate a bunch of promotional codes with a fixed discount so that the user simply enters the card number and gets a discount
