Building one or more applications?

Hello. The following question arose: when applications are created, and there is a need to differentiate access (for example, to give me the opportunity to format a table, and other people only view it), then two different applications are created? Or one, but with some restrictions? If the latter, how can the program understand what it has access to?
PS
The possibility of creating an account in the application is not planned.
I hope the question is right. I ask you not to throw sticks, I'm just starting to write applications.

Good day.
Whichever is easier and faster. If it would be easier to restrict access to editing than to separate the code into a separate application, then this is better. Well, it’s worth considering that you will have to support two versions of the application, so it’s easier to restrict access.
