Brute servers, where to officially apply?

A bunch of my servers are being brute-forced from a specific ip via ssh. Everything was automatically banned, but judging by the logs, there are still attempts to access it. According to whois, the IP belongs to the Internet provider company, voip. The box that whois points to for abuse does not exist (when sending a letter to it, the response of the remote server is that there is no box). From the address of my mail server (which is also brute) on the 24th I wrote to them at [email protected] describing the situation and attaching logs - there is still no answer, the attack continues. The firm is Moscow, I want to call on whois phones and explain the situation by voice - what kind of criminal / administrative responsibility can they face for this? In fact, the attack has been going on for 2 days, I notified them as soon as the ban worked.
