Browsersync + Gulp.js - why can't I connect remotely to my project?

External: 109.86.234.64:3000 -
I did not turn off the console!
It does everything locally.
Launches a browser, etc., but I cannot connect from another device via the Internet.

It's online and won't connect. Devices must be on the same local network
