If the task is just to watch the video that is on the PC, then the easiest way is to "share" the folder on the computer and mount it over the network on the raspberry pi, then in the xbmc interface, files from this folder can be opened in the same way as local ones.
If the task is just broadcasting, there is such a function in vlc player (for raspberries, you will need to create a playlist with the address of the stream).
If you take it seriously, there are a large number of servers for streaming (both for windows and for linux) and a large number of plugins for xbmc, here you just need to decide what suits you best and figure out how to configure it correctly.
I also had such an interest, and since I didn’t find anything convenient and simple, I made a small Java utility that allows you to broadcast video and audio content to KODI (from 1.1.0 and screenxt via FFMpeg), requires Java 1.8+ to work
