Broadcast sound directly to the microphone?

What means can be used to force the sound to be broadcast directly to the microphone?
For example, create your own microphone in "Recording Devices" and broadcast through it, but again, how ...
Maybe there are alternative ways? Some libraries, dll or third party software?

In Windows, it worked through a mixer in sound devices
so I could broadcast music to Skype,
then in the program we specify this mixer as a microphone
and find something that will transmit sound to this mixer
