What is more rational - a text editor or a language preprocessor? The question is at least strange: you are trying to compare something that, by definition, cannot be compared.
You should probably reformulate the question and understand that a text editor is a personal tool for every developer (I somehow moved from brackets to vim), which allows you to write texts , and preprocessors, build systems, version control, etc. , which are used in the project, solve completely different tasks and do not depend in any way on what the specific person writes the code in. And who's stopping you from using scss and writing in brackets ?
