I want to make a bot so that he sends all messages in a dialogue with this person to a separate closed channel.

You mean from personal correspondence? How do you imagine it, so that in personal correspondence there is a bot that forwards messages. You can try to create a group, add an interlocutor and a bot there that will write messages to the database.
It might be worth looking for other Telegram clients. Telegram has an open source code, many create their own clients, where they can possibly record all messages.
