Should you use Bootstrap 4 for new sites or stay with Bootstrap 3 for now?

You can use alpha, there are no critical problems in Bootstrap 4.
Added many useful items. Removed Glyphicons, easy to replace with Font Awesome.

4 already knows a lot of interesting things
, but it's just an alpha
and it seems like the pix will be returned. Long story short, we're still waiting ;(
