Advise in Russian book and course on visual c ++, please. I want to learn how to create gui, but not at random. For a deep dive into the topic, in the future, is it worth exploring the Win32 API? Often they write on Habré that it is not worth it, although I doubt it.

winapi is irrelevant for everyday tasks nowadays. well, if you really need to do something that is not in the standard library, then of course winapi comes to the rescue, and sculpting bicycles is inappropriate. for the same reason, the assembler is not used, and C ++ including, it is much faster to build an application in c # than to write it in c ++.
and what is there to study in the visual studio form designer? it just generates code that creates objects with parameters and that's it. this is not xaml what thread)))
