Blocked sites continue to be blocked through OVPN. How to fix?

Good day to all.
Raised on the server OpenVPN. I connect to the server through a client (under Windows 10) - the computer gets an internal IP address, and the external address becomes the server address (according to all sorts of 2ip.ru, etc.). Those. in other words, the tunnel is working.
However, when I try to go to sites "forbidden" in the Russian Federation (some tracker, for example), my provider's splashscreen still pops up on the monitor that "access to the resource is blocked."
Why might this happen? The tunnel seems to be working, the traffic is encrypted - what's the point?
There is also a router between the provider and the computer, but in general, it performs only the role of an access point and a router.
On a macbook, at the same time, with a similar configuration, everything works like a clock. Under Windows - no way.
Update: I did a tracert to the blocked site - for some reason, from under Windows, the request first goes to the VPN server, and then from there it returns to my provider, from where it goes to the stub server.
Under MAC, everything works correctly, and the request after the VPN server goes on the way to the target one.
