Black screen, coolers are spinning, the speaker is silent. What happened?

Good day to all.
I bought a mat. asus p7 h55 m board, installed xeon 3470 processor, RAM bar, video card.
I start, the coolers are spinning, the speaker is silent, there is no image. I tried resetting the bios, changed the battery, experimented with RAM sticks, nothing helped.
The coolers on the video card start spinning, after 5-10 seconds they stop.
Maybe one of you knows the problem?
P.s. It is worth noting that there are traces of burnout on the usb connectors on the back of the board.

The problem was a dead bios battery.

Proc did not start. For example, because it is not supported.
1. Remove everything, even memory, run. If it squeaks, it means, at least, that it catches the "no memory" situation.
(If it does not catch)
- Remove the cooler, press your finger to the processor, turn it on. If after a couple of seconds the CPU does not heat up, then it did not start. It's either dead or not supported.
