Black list of users - is there such a possibility?

More and more questions began to appear from .... stupid, or simply stupid, or from schoolchildren who do not even want to look into a physics textbook.
How can I filter questions so that questions from certain users are not displayed? For example, I went to the question, I see that this user has already created a bunch of stupid questions, and I don’t want to bump into him again. I would like to do this - poke the button "add to black list". And that's it - I won't see any questions from him. Well, or comments, or all at once.
Well, the opposite is the ability to subscribe to a specific user, not a question. It is clear that the further, the more the functionality will look like a social network, but at least some minimum.
